Possibly to hover it using the some transparent element.

For FlyTreeView for ASP.NET 1.1 you can refer to:

The it hides the treeview before it is loaded.

There currently no way to disable the treeview at a time. You'll need to cancel treeview client-side events in order to make it look and feel like disabled.
